Si è svolto a San Benedetto del Tronto il terzo Meeting del progetto comunitario CREW che vede impegnate realtà di Italia e Croazia per la costruzione di un metodo di gestione integrata delle aree umide costiere.

Il progetto coinvolge realtà italiane (San Benedetto con la sua Riserva Sentina, l’Unione Territoriale della Bassa Friulana con la sua laguna di Marano, l’Agenzia per lo Sviluppo dell’area nord Barese Ofantina, l’Università IUAV di Venezia e quella di Camerino) e croate (Istituzioni pubbliche per la gestione delle aree naturali protette delle contee di Zara, Istria e Dubrovnik) accomunate dall’intento di costruire un accordo tra soggetti pubblici, realtà imprenditoriali interessate e associazioni ambientaliste capace di assicurare una gestione integrata, coordinata dei fiumi e delle aree umide dei due Paesi.

I Contratti di Fiume sono infatti strumenti volontari, espressamente previsti dalle direttive comunitarie in materia di tutela ambientale, di programmazione strategica e negoziata che perseguono la tutela, la corretta gestione delle risorse idriche e la valorizzazione dei territori fluviali unitamente alla salvaguardia dal rischio idraulico, contribuendo allo sviluppo locale.

Il meeting sambenedettese si è svolto in due giornate: mercoledì 13 novembre i delegati si sono recati a Verucchio, nel riminese, per conoscere da vicino l’esperienza della genesi e dello sviluppo del contratto di fiume Marecchia stipulato nel 2013. Giovedì 14 novembre invece le delegazioni hanno fatto il punto sullo stato di attuazione dei vari passaggi necessari per arrivare alla stipula del contratto di fiume.

“Dal confronto con i partner – dice in proposito l’assessore all’ambiente Andrea Traini – abbiamo constatato che San Benedetto si colloca in una fase piuttosto avanzata dell’attuazione del progetto. Proprio alla vigilia di questo meeting abbiamo promosso un terzo incontro con tutti i cosiddetti stakeholders, ovvero tutti i soggetti pubblici e privati che hanno interesse, per amore della Sentina o per compiti istituzionali, ad una gestione coordinata dell’area protetta. Grazie a questi incontri, dai quali sono scaturiti interessanti spunti riguardanti rischi ed opportunità di un tale processo, siamo stati in grado di proporre ai partner di CREW uno schema di Documento di Intenti che costituisce il punto di partenza per arrivare, attraverso precisi passaggi tecnici e amministrativi, alla stipula del contratto vero e proprio”.

The third meeting of CREW community project took place in San Benedetto del Tronto. The project involves realities from Italy and Croatia which aim at planning an integrated management method of coastal wetlands.

The project involves Italian -San Benedetto with its Sentina Reserve, Unione Territoriale della Bassa Friulana, Agenzia per lo Sviluppo dell'area Nord Barese Ofantina, IUAV University of Venice and University of Camerino- and Croatian -public institutions for the management of protected natural areas in the counties of Zadar, Istria and Dubrovnik- realities that share the intention of building an agreement between public bodies, interested businesses and environmental associations capable of ensuring an integrated and coordinated management of rivers and wetlands of the two involved countries.

River Contracts are in fact voluntary instruments, explicitly envisaged by EU directives on environmental protection, strategic and negotiated planning that pursue the protection, a proper management of water resources and the promotion of river territories, including the protection from water risks, thus contributing to the local development.

The meeting in San Benedetto was held over two days: on Wednesday, November 13, the representatives of each partner went to Verucchio, nearby Rimini, to learn more about the experience of the genesis and development of Marecchia river contract signed in 2013. On Thursday 14 November, the representatives examined and evaluated the project implementation progress of the various steps, necessary to arrive at the conclusion of the river contract.

"Compared to the other partners - says the city councilor member to the Environment Andrea Traini - we found that San Benedetto is at a rather advanced stage of the project implementation. On the eve of this meeting, we promoted and held a third meeting with all the stakeholders, i.e. all the public and private subjects that have an interest, should it be for the sake of Sentina or for institutional tasks, in a coordinated management of the protected area. Thanks to these meetings, from which interesting ideas emerged regarding the risks and opportunities of such a process, we were able to propose to the partners of CREW a draft of the “Document of Intents”, which constitutes the starting point to reach the stipulation of the actual contract through precise technical and administrative steps ".
